ADVERTISEMENT FOR BIDS Johnston County MSW Landfill - Phase 6A Smithfield, North Carolina Sealed bids (proposals) will be received by the Owner, Johnston County, NC, in the Offices of the County Department of Solid Waste Services (Address: 680 County Home Road, Smithfield, NC 27577; Phone: (919) 938-4750) until 2:00 p.m., local prevailing time on Wednesday March 18, 2020, and then at said office be publicly opened and read aloud for the following: PHASE 6A CONSTRUCTION: Includes construction of an approximately 12.2 acre lateral expansion of a Subtitle D landfill unit complete with liner, leachate collection/transmission systems, stormwater separation system, pump/electrical controls, earthwork, drainage, and erosion and sedimentation control measures. Also includes alternate bid items for site improvements including modifications to an existing sediment basin and pump station and construction of two stream crossings. Each Bid must be accompanied by a certified check or a Bid Bond by an acceptable surety company of not less than five percent (5%) of the amount of the Base Bid, made payable to the Owner, as a Bid guarantee. A Performance and Payment Bond will be required for the successful Bidder in the amount of one hundred percent (100%) of the Contract price, conditioned upon the faithful performance of the Contract, payment of all persons supplying labor or furnishing materials, and payment of all liabilities incurred in connection with the Work under this Contract. Each Bidder must be appropriately licensed as a General Contractor in compliance with NCGS 87. No Bidder may withdraw their Bid within 60 days after the date of Bid opening. The Owner reserves the right to reject any and all Bids and any part of a Bid and to waive formalities and technicalities in the bidding procedure. Due to the nature of this project, only Bids from Bidders with demonstrated past experience with similar projects will be accepted. This experience shall include at least one completed landfill project with similar liner/leachate system completed since 2010 which incorporates the use of similar geosynthetic materials and/or soil liners and that demonstrate experience by key personnel (Project Manager/Site Superintendent) to be assigned to this project. Small, minority, and women’s businesses and labor surplus area firms are encouraged to participate. Bidders shall make positive efforts to use small and minority-owned businesses and comply with NCGS 143-128. A Pre-Bid Meeting will be held at the site at 1:00 p.m. on February 27, 2020.
